Leafnode-1.9 released

I decided to make leafnode-1.9 available. I put it up on the leafnode
home page,
	http://wpxx02.toxi.uni-wuerzburg.de/~krasel/leafnode.html
(if 1.8.1 is still shown, reload), and uploaded it to sunsite.

Leafnode-1.9 has the following improvements over 1.8.1 (for full blurb
see http://wpxx02.toxi.uni-wuerzburg.de/~krasel/ln.changes.html):

* lots of bugfixes everywhere (thanks to all the beta testers who kept me
  busy :-)
* installation now via GNU autoconf
* new program applyfilter
* newsq now in C (newsq.pl is still distributed but not installed by default)
* fetch:
  - new -P flag (post only)
  - timeout_short, timeout_long and timeout_active are configurable
  - create_all_headers is back (optional, switched off by default)
  - maxbytes now really checks for bytes
  - hopefully a little faster (not much yet, but I am working on it)
  - filterfile now allows empty lines and comments
* nntpd:
  - domain part of message id is now configurable
* texpire:
  - groupexpire now understands glob(1) wildcards

Many thanks to all the users who provided hints, tips, bug reports, comments
and patches. If your patch is not present in this version, don't worry; I
have not forgotten it.
