Really slow startup

When I run `fetch', my system connects normally and then spends, usually, 45 
minutes at `Getting new newsgroups'. While this is happening the link 
utilisation is pretty high. I have a feeling that it's downloading the entire 
newsgroup list over our company ISDN link.

I assume this shouldn't be happening; I've tried setting nodesc=1, but it 
doesn't seem to help. Does anyone have any ideas how I can get round this?
