Maybe it wasn't when Michael tested it. It works now:

~% telnet news.frankfurt.netsurf.de nntp

and it even works with fetch (fetch says "failed" because the news
server returns -- this is from the debug log --

<502 You have no permission to talk {wpxx02.toxi.uni-wuerzburg.de}, Goodbye

and then closes the connection).
