Hmmm... could you send me the man page of localtime(3), please, and maybe
also /usr/include/time.h ? It appears that the detection of "gmtoff" is
not working properly yet:

> checking for gmtoff in struct tm... no

therefore configure assumes that you have the old-style time.h and
tries to use timezone which isn't there ...
