[leafnode-list] timeouts and slow upstream servers

My upstream news server is very slow at establishing a connection:
fetchnews runs, but stops at

	1.9.9: verbosity level is 2
	Trying to connect to news.btinternet.com ... 

It will then sit there for a long time... Often several minutes,
occasionally as long as twenty! If the upstream server does decide to
respond, then the actual downloading of articles is quick.

My reading of the documentation suggests that the 'timeout = 25'
setting in /etc/leafnode/config is the relevant parameter to tweak. I
have this set to 25 seconds, but it doesn't seem to make any
difference.

What am I doing wrong?
