What's rnews? Is it a UUCP-only system?

On 1.9.9 I find that whenever I start fetchnews it says "downloading
new groups" an proceeds to tie up the modem for ages (it seems like it
is downloading the whole newsgroups list). On 1.9.10 this doesn't happen,
so presumably this behaviour has been fixed.

I did add a command-line option to 1.9.9 so that it didn't download new
groups; but if this was because of a bug that's been fixed in 1.9.10,
there's probably no point in adding this feature to 2.0.
