[leafnode-list] fetchnews suid/sgid news?

Hi,

as a side effect of using setuid()/setgid() instead of
setreuid()/setregid() in miscutil.c it's now impossible to have a
fetchnews binary that is suid/sgid news (setgid()/setuid() can't
change the real UID/GID to news).

Is that intended behavior or a bug? And why does fetchnews try to
change it's real UID/GID anyway, wouldn't changing the effective
UID/GID be sufficient?
