How much mail are you pulling relative to your news load?  I've seen
symptoms similar to yours in the past, but I never reproduced them and
they seem to have vanished.  They seemed to affect anything that tried
to send much data back up the link.

The largest size of packet that your PPP connection recieves or sends
respectively (Maximum {Reception,Transmission} Unit).
