[leafnode-list] ANNOUNCEMENT: leafnode 1.9.16ma1

I'm announcing leafnode 1.9.16ma1 (beta release).

This version has no features or bugfixes over leafnode 1.9.16, but it
drops its local PCRE library and it uses automake. It also drops
makerpm.sh and uses autoconf to adjust the .spec file instead.

This aims at administrator ease and more standards-conformant feel.

Please backup your /var/spool/news, try it and see if it works.

Note you may need to do adjust your paths (sysconfdir) to have leafnode
find your old config file.
