It's not a elm problem, mutt also complained about a missing boundary
parameter (and displayed the message as text). The header of that
message had:

| MIME-Version: 1.0
| Content-Type: multipart/mixed;
| X-Priority: 3

So either Outlook Express or the list server threw away that
"boundary=..." part of the Content-Type.
