I think it can :-) Every moderated newsgroup should have an email
address like (if I recall it correctly)
	news-group-name@xxxxxxxxxxxxxxxxxx
Dependent on the top-level hierarchy, there may be other addresses
as well; for example, in the de.* hierarchy moderated newsgroups have
	news-group-name@xxxxxxxxxxxxxxxxxx
People running INN might know more about this; there is a file called
"moderators" which contains the appropriate addresses.

That would obviously be an alternative option.
