It's actually pretty easy to implement - I wrote a patch at one point
but it didn't make it in and subsequent changes have broken it.
Basically, you need to add a new configuration option and then fix the
routine that inserts new groups into Leafnode's active list to
accept/reject groups based on that.

You can't, at least not with currently avaliable versions of Leafnode.
