Not currently, I would imagine that either: 

1. stripping down the active/groupinfo files to just contain the allowed
   groups could help, but the stripping would have to be repeated after
   each fetchnews

2. the interesting.groups is censored before each fetchnews invokation.

Both are not official ways.

Not at all. Pending feature, will probably be only in 2.x.
