It won't core dump if it's setuid or called by root, so check that. Try
(as root):

su news -c "/usr/local/sbin/fetchnews -nvvv" or whatever arguments you
usually give it.

You can as well run it as root, fetchnews will call setuid() to become
news, dropping its root permissions.
