[leafnode-list] fetchnews -P connects regardless



I am running leafnode 1.9.19 on RH6.2, with a dialup connection controlled
by diald.  I have cron running the following script every hour:

#!/bin/sh
/usr/sbin/sendmail -q &
/usr/sbin/fetchnews -P &

The idea is that if there is any queued outgoing mail or news, the link
will come up and it will be delivered.  But if there isn't anything
waiting to go out, the link will not come up.  (I run fetchnews in the
small hours to actually fetch articles.)

This works fine for sendmail, but not for fetchnews.  The problem is that
fetchnews always connects to the upstream news server, even if there is
nothing in out.going and the -P flag is set.  In my case this brings up
the link every hour regardless, even though there is nothing to do most
times.

So I guess I'm requesting that fetchnews -P will exit immediately if
there's nothing waiting to go out.  Is there some technical reason why
this shouldn't be the case?
