Your upstream server uses an extremely buggy newsserver software.
Leafnode-1.9.19 doesn't work around its bugs. Urge your
newsmaster to use decent software. In the meantime you might want
to try on of the beta versions. Preferrably ma8_pre9.2.

It's not about the number, it's about the Message-ID of the
article with the given number, which only used by leafnode
internally. Message-IDs must be unique for all times.
