It's not a requirement. It's a good advice. Besides expiring
texpire serves as the "repair groupinfo and .overview files" and
is able to fix inconsistencies that other parts of leafnode will
not even notice. As leafnode-2.x developement continues the need
to run texpire for this purpose will decrease. But at the moment
it still is good advice.
