It is safe and it is exactly what leafnode currently does in
activeutil.c, readactive(). 

I don't know how leafnode would react to blank and/or comment
lines. This case is simply not planned as the groupinfo should
only be modified by leafnode itself. Leafnode will never write
blank and/or comment lines in the groupinfo.
