It fixes some bugs (old ones), notably:

* a groupinfo corruption race in fetchnews (when fetchnews is started
  the very moment another program (fetchnews, rnews, texpire, ...)
  writes the groupinfo file).

* timeout_active handling (:active.read was updated when it had not been
  fully reread, rendering timeout_active ineffective)

* fix "pseudoarticle cannot be retrieved although xover says so" issue

Leafnode programs now change into the spooldir on startup, to ease
running from cron. Arne Hanssen recently posted about this to the list.
