The former.  Look for groupdelaybody in config.example.
Note there are races inherent in the current delaybody code (as always
were, even in 1.9.x) and a couple of rough edges (crossposts to
delaybody and non-delaybody groups might or might not be downloaded as a
whole, go into the delaybody one to have the body fetched).
