At least one I know of, in Berlin, with the Freie Universität. It
requires registration, imposes size limits and allows no control message
except canceling your own articles, no commercial use, no UCE/SPAM
posting and no made-up sender addresses -- it is targeted at DFN
(Deutsches Forschungsnetz) organizations and their members (Universities
mostly) though; it's funded by the Federal Ministry of Education and
Research. I'm not sure how much ressources they have. Recently, that
service was rather slow.
