Pings are answered by the kernel usually (pretty much the whole box may
have been scattered to pieces, but as long as the kernel chats with the
network interface card, the box keeps ponging), while connects requires
user-space support -- and user-space might be drowning in swapping
memory to disk and vice versa, might be overloaded with 100% CPU load,
whatever.

They'll have to analyze first before somebody can make recommendations
or suggestions for fixes.
