Looks like maybe a bad transfer.  The files from
http://www-dt.e-technik.uni-dortmund.de/~ma/leafnode/leafnode-1.9.32.rel.tar
bz2
http://www-dt.e-technik.uni-dortmund.de/~ma/leafnode/leafnode-1.9.32.rel.tar
gz

Both match.

As far as signing, isn't that what the .asc files are for?  See
http://www-dt.e-technik.uni-dortmund.de/~ma/leafnode/
