The stratum is roughly how far from the authoritative time source (eg.
atomic clock or GPS receiver) you are, in terms of uncertainty. Stratum
zero is the source. Stratum 1 receivers get their time from 0, and 2 from
1. So this server is 2 hops from the atomic clock.
