[leafnode-list] Is this correct

Reading man leafnode I came across the following:

"no active = 1
If this parameter is set the active file is never downloaded from this server"

I tried altering the /etc/leafnode/config file and editing it as above.  But 
it seemed to make no difference.  Every time I log on fetchnews still 
collects the list of servers.
Can anyone on this list advise me as to what I have to do to stop this action?
