Oops!  You're right I didn't read the docs (such as they are).

My system uses xinetd so I followed step 11b in .../docs/leaf.../INSTALL.

The installation had already set up an /etc/xinet.d/leafnode file.  The
parameters are different from the INSTALL doc, but I left them as is.

The only thing I needed to do was restart xinetd and it started to work!

You did not read the documentation.

You should have a line like the following in your /etc/inetd.conf: nntp
stream tcp nowait news /usr/sbin/tcpd /usr/sbin/leafnode
