20040116a: Changes since 20040108a:
o Bugfix: LIST NEWSGROUPS/LIST ACTIVE crashed when a non-existent group
  argument was given that was not a pattern. Patch by Hans-Jürgen
  Ficker.
o Feature: Spooldir can now be overridden by "-d dir" on the command
  line.
o Feature: localgroups=file in configuration file allows to override the
  location of the local.groups file. Default is compatible with past
  versions, $sysconfdir/local.groups.
o Cleanup: Lockfile is now hardcoded. It is leaf.node/lock.file relative
  to the current $spooldir.
o Change: Leafnode programs will only try to enforce their UID when
  started by the root user.
o Cleanup: TESTMODE preprocessor directive was removed, obsoleted by
  previous change.
o Robustness: GCC builds now try -Wformat=2 to enable more format string
  warnings.
o Bugfix: checkgroups now works even when options are present.
o Change: checkgroups can process multiple files in one go.
o Bugfix: fetchnews' "-F conffile" option did not work.
o Change: several internal cleanups and some refactorizations.
o Build: rebuilt with automake 1.8.2 and autoconf 2.59
