It doesn't know what languages you prefer to read. :-)

Seriously, I could split off the German documentation into a separate
file of maybe 35 kByte, but that means more effort for releasing the
files, more effort for the user who wants the documentation.

It's 7.5% of the RPM size, and I'm not aware of efforts to translate the
documentation into other languages, so it's not going to grow.

I could move the German documentation to a subpackage but as that means
more work for me, I'm not much inclined to. If you need to conserve
bandwidth for downloads, the upgrade patches are available in gzipped
form.
