[leafnode-list] OT: list delays/network outages

Greetings,

Apparently the uplink of the German Dortmund and Duisburg-Essen
universities is currently unstable, causing these Universities' networks
to become intermittently disconnected from the Internet. This also
affects the leafnode mailing list, and can cause delays.

I am not sure if this message gets through in time, and how long that
situation will continue.

If getting messages back from some mailer, read them carefully to find
out if the message has only been delayed (SMTP codes 400 - 499), or if
the failure was permanent (SMTP codes 500 - 599).
