Don't worry about the localhost name - it works in addition to your
FQDN. So you can just set
HOSTNAME="arrakis"
in /etc/conf.d/hostname and
OVERRIDE=1
DNSDOMAIN="doesntexist.org"
in /etc/conf.d/domainname (or use /etc/conf.d/net, like the gentoo-wiki
says) and the IP address and FQDN in resolv.conf:
127.0.0.1 localhost
192.168.1.2 arrakis.doesntexist.org
# or whatever private IP your host has
