It should work, too (although I have been running the 2.x "alpha"
version for years).

My /etc/xinetd.d/leafnode-nntp looks the same as yours.

Did you start your xinetd (or restart it after you changed to "disable =
no")?

Like Matthias said: check the log files.

  grep xinetd /var/log/messages | grep nntp

You should see 

  xinetd[10244]: Reading included configuration file: /etc/xinetd.d/leafnode-nntp [file=/etc/xinetd.d/leafnode-nntp] [line=13]

at the start of xinetd and

  xinetd[10244]: START: nntp pid=15451 from=127.0.0.1
  xinetd[10244]: EXIT: nntp status=0 pid=15451 duration=14(sec)

if you "telnet localhost nntp".
