[leafnode-list] new time zone bug in 1.9.20, 1.9.21pre1, 2.0b8_ma9, 2.0b8_ma10pre3.1

Ralf Wildenhues reported a time zone bug in leafnode, which is present
in all current release, alpha and beta versions (a full list of versions
that I consider current is in the Subject: line) and which leads to
wrong time calculations in the NEWNEWS/NEWGROUP commands and in
generated Date: headers.
If your local time zone does NOT have daylight savings time, the bug
does not affect your system.
The bug will be fixed in 1.9.21rc1 which is due within the next hours.
The bug will also be fixed in 2.0b8_ma10pre3.2 or pre4 whichever I call
the next 2.0b8* release, which is not yet scheduled for release.
For the impatient, a patch (which applies to either of the four

0. unpack your leafnode source code (reuse your build directory if

2. verify the GPG signature of this mail and the check sum of the patch
3. gunzip patch-gmtoff.c.gz
4. patch -p0 <patch-gmtoff.c
5. rm gmtoff.o
7. (as root) make install
