Have been testing this with the NTL servers and it's looking good so far. 
Already had timeout_fetchnews terminate a session as the following output 
from fetchnews shows. 

alt.os.linux.slackware: considering articles 171609 - 171621
Server disconnection or timeout before article could be retrieved
Warning: aborting fetch from text.news.ntlworld.com due to previous condition.
text.news.ntlworld.com: disconnected.

By the way, there is an error in the new config.example. Diff below.
