Includes now timeouts for both fetch and the nntpd and some smaller
fixes. Please test it and report bugs and problems back to me (either
via the list or in email). Thanks.

Known bugs which are not fixed yet:

1) problems with capitalized newsgroups

2) sensitive to news spool overflows (groupinfo file will probably be
   truncated)

(cool: only two, whereas the 1.10b2 had eight :-)

Disadvantages of 1.9.3b3 in comparison to 1.10b2:
- no rnews
- Lloyd's filter patches are missing
- options -H and -B are missing
