[leafnode-list] newsq only as root?

Hi!

I updated to leafnode 2.0b8_ma9pre1 yesterday, everything worked flawlessly,
even the migration of file formats by "fetchnews -f" and "texpire -r".

There is one little problem left, though.
The spool-directory was changed to 0750 due to the "install"-target of the
Makefile. I think this is intentional and not bad at all.

In my opinion the newsq program must be installed setuid-root now and check
for and print those postings from the user it was started as. Otherwise it
can only be used by root and is pretty useless.

What do you think?
