I believe the reason I was having a problem in the first place was that I
kept resetting the lo-mark of the async group back down to 1, and fetchnews
interpreted that as an "initialfetch" condition.  That makes sense, and I
don't think it's a bug, just the goofy way I was attempting to use it.

However, I have a couple of other groups that WERE being restricted by
initialfetch, and they were definitely not new groups, but rather ones
that had been ongoing.  As soon as I removed initialfetch, THAT problem
went away.  I haven't had time since to generate and mail some decent logs
that show the problem, but I can if it's something somebody wants to fix.

(Of course, I may just prove myself wrong.  It's certainly been known to 
happen before.  *grin*)
