I'm not sure how much of an effort it is to interface PHP with leafnode,
but if it helps, we can have some command-line utilities to
interface. We might also add more sophisticated things (at least to
leafnode-2) because I feel that easier administration might attract some
users or help existing ones.

Do both of you, Kevin and Andy, want to be a developer on the leafnode
project at sourceforge.net? You could share a CVS module "leafwa" if you
wanted to. Send private mail for negotiations.
