192.168.x.y is documented as a collection of 256 class C networks
192.168.x.0/255.255.255.0. You'd usually go for 172.16-31.0.0 if you
wanted network masks of 255.255.0.0, these are class B networks.

Yes, I know that we have CIDR in place, but RFC-1918 nets are local (not
routed usually) and RFC-1918 reserves these networks with these
netmasks.

However, tcpd gives rise to "connection reset by peer" instead, so the
netmask is not the problem. a) inetd is not started b) 127.0.0.1 is not
included. <- I sent that information directly already (in German)
