Well, 1.9.33 sets and reads the u+r flag to mark a posting "complete"
(only complete postings may be forwarded to the upstream), 1.9.23 to
1.9.32 used the u+x flag. Might it be that only recently another
fetchnews or texpire process terminated and let go of the lock file?
