Makes some sense.

I'll change leafnode-2 so  it reads the active file before trying to
post and it will not try to post without active file. (It needs to know
which groups are moderated to avoid posting an unapproved article twice
- we don't want to mailbomb the moderator - and for that purpose we need
the active file.)

Expect a new snapshot in a few minutes.
