There is no default article or subscription for local newsgroups - they
just always exist and expire (if texpire is run) as per the rules. Try
posting an article to local.test and see if you can retrieve it.

You don't need to run fetchnews if your server only offers local groups.

How did you notice that you "cannot subscribe to local.test"?
What did you find, and what did you expect instead?
